Meeting Emergency Response Challenges
Dealing with life-or-death emergencies is challenging enough. Dealing with them in a region that has large, sparsely populated areas and is experiencing significant growth makes meeting the public’s expectations of fast and accurate emergency services even more difficult. GCRPC’s 9-1-1 program is proud to play a role in meeting these difficult challenges.

Commission on State Emergency Communications (CSEC)
In 1987, the 70th Texas Legislature created the Commission on State Emergency Communications (CSEC) to administer state 9-1-1 service in those areas where service is provided by Regional Planning Commissions (RPC). CSEC oversees the 9-1-1 activities and allocated funds to the RPCs. For more information about funding of the regional 9-1-1 program and applicable rules see the CSEC website.

Vision of The Texas NG9-11 System
The Texas NG9-1-1 System will be comprised of interconnected and interoperable NG9-1-1 systems of local, regional, and other emergency services networks. As a “system-of-systems” and “network-of-networks,” the Texas NG9-1-1 System will provide 9-1-1 Entities the choice to connect their PSAPs directly to emergency services networks and utilize NG9-1-1 Core Services (NGCS) provisioned by NG9-1-1 systems deployed by CSEC, the Regional Planning Commissions (RPCs), the Emergency Communications Districts (ECDs) and collaborating 9-1-1 Entities at the local and regional level in Texas. These interconnected NG9-1-1 systems will serve as multiple input points for all 9-1-1 calls in the State of Texas.
